  • Part (A): General Knowledge (60 Marks)
    • 30 Questions × 2 Marks = 60 Marks
    • Covers topics like Nepal’s physical structure, history, social/cultural/economic aspects, governance, science & technology, population & environment, and international relations with current affairs.
  • Part (B): Basic Office Skills Test (40 Marks)
    • 10 different skill tests (4 marks each)
    • Examples of skills tested: verification, completion, classification, analogy, filing aptitude, following instructions, numerical reasoning, coding & matching, analytical reasoning, and direction & distance sense.

Kharidar Syllabus Paper 2: Office Management

  • Part (A): (40 Marks)
    • 4 Questions × 5 Marks = 20 Marks
    • 2 Questions × 10 Marks = 20 Marks
    • Topics include:
      • Office and Staff: Introduction, importance, types, duties of assistant staff, office resources, and the importance of communication in an office (methods & resources).
      • Office Procedures: covers correspondence (introduction, purpose, types of letters, inquiry & routine correspondence, data entry & filing, circulars & directives), report writing & report preparation techniques, and record management (introduction, purpose, types, importance, filing, indexing).
      • Meeting Management and Minute Taking
      • Public Relations and Information Management in Government
  • Part (B): (30 Marks)
    • 2 Questions × 5 Marks = 10 Marks
    • 2 Questions × 10 Marks = 20 Marks
    • Topics include:
      • Vigilance and Civic Awareness: covers Nepal’s constitution (fundamental rights & duties, state’s sovereignty, citizenship & property), introduction and functions of international organizations (UN and its agencies), functions of key government bodies, and environmental awareness (sustainable development, respect for human dignity, environmental conservation & protection, positive thinking for development).
  • Part (C): (30 Marks)
    • 6 Questions × 5 Marks = 30 Marks
    • Topics include:
      • Elementary Mathematics: covers fundamental arithmetic operations, fractions, decimals, percentages, ratios, profit/loss/discount, tax/commission/depreciation, simple & compound interest, averages, household arithmetic (calculating bills, currency conversion), and mensuration (length, breadth, perimeter, area, and volume).

  • Part (A): (35 Marks)
    • 3 Questions × 5 Marks = 15 Marks
    • 2 Questions × 10 Marks = 20 Marks
    • Topics include:
      • Administration of Civil Service: covers organization and management in Forest Service Act and Rules (structure, positions, appointments & transfers, staff responsibilities, duties, promotion, disciplinary actions & rewards, management of staff conduct and discipline).
      • Principles and importance of public service delivery and service delivery channels.
      • Public Charter: importance and requirements.
      • Relevant sections from various acts like Administration (Organization and Operation) Act, Right to Information Act, Corruption Prevention Act, Local Government Operation Act.
      • Introduction to E-Governance System.
      • Importance and uses of Information and Communication Technology in Administration.
      • Relevant sections from acts in the federal system (Administration Act, Forest Service Act, Local Governance Act).
      • Overview of implementation, goals, objectives, and monitoring of local development plans.
  • Part (B): (35 Marks)
    • 3 Questions × 5 Marks = 15 Marks
    • 2 Questions × 10 Marks = 20 Marks
    • Topics include:
      • Accounting System and Financial Administration: covers introduction to accounting and accounting system (objectives and features), budget estimation and approval process, ministry-level budget information system (LMBIS).
      • Chart of Accounts, Treasury Single Account (TSA), Revenue Management Information System (RMIS), Computerized Government Accounting System (CGAS), routine accounts.
      • Overview of government expenditure, bank reconciliation, budget account, monthly accounts, cash flow statement, bank account reconciliation, and expenditure and revenue management information.
      • General information on the implementation of Financial Management Act, 2076 (internal control and audit, financial management, revenue administration, disbursement and receipt management, audit, review and tribunal).
  • Part (C): (30 Marks)
    • 2 Questions × 5 Marks = 10 Marks
    • 2 Questions × 10 Marks = 20 Marks
    • Topics include:
      • Legal and Judicial Knowledge: covers introduction to law, its importance, and legal sources.
      • Acts, regulations, directives, orders, and gazette (general introduction).
      • Levels of court, jurisdiction, and local dispute resolution.
      • Rights, obligations, limits, and deadlines.
      • Legal drafting, petition writing.
      • Judicial timeliness.
      • Filing, prosecution, court appearance, bail application, and initiating complaints.
      • Legal aid for victims.
      • Summary settlement and negotiation, characteristics of summary settlement in criminal cases.
      • Summary settlement and duties of judicial officers in summary settlement.
